MPs Debate Urgent Need for Enhanced Road Safety Measures for Horses and Riders
In a passionate and eye-opening parliamentary debate, MPs have highlighted the critical need for stricter road safety regulations to protect horses and riders. The discussion, led by Newbury MP Lee Dillon, shed light on the life-threatening risks horses and riders face on UK roads and the devastating consequences that can arise.
Dillon emphasized the urgency of the situation, recalling a tragic accident where a two-year-old racehorse, Knockalla, was fatally hit by a car while being ridden out in Lambourn, Berkshire, in September 2024. He pointed out that horses, being flight animals, can react unexpectedly, making it crucial for all road users to understand how to behave safely and responsibly when encountering them.
The British Horse Society's data revealed alarming statistics: 3,118 road incidents involving horses were recorded in 2024, resulting in the tragic loss of 58 horses. This prompted the launch of the Road Traffic (Horse and Rider Safety) Bill by Dillon, which proposes rules for required speed and distance when passing horses in moving vehicles. Additionally, the bill suggests incorporating equestrian safety into driving theory tests.
MP for Winchester, Danny Chambers, a veterinarian, emphasized the gravity of the issue, sharing his personal experience of treating and euthanizing horses hit by cars. He stressed that road safety for horses is not a niche concern but a regular occurrence for vets. Chambers also mentioned a recent incident where a horse had to be put to sleep after being struck by a car near Winchester.
Several MPs shared stories of constituents involved in road incidents while riding. South West Norfolk MP Terry Jermy recounted the harrowing experience of international para-show jumper Susi Rogers-Hartley, who was injured when a car passed too closely on a narrow lane, causing her horse to bolt and drag her along the road. Jermy also highlighted the lack of enforcement in accidents involving horse riders, attributing it to the increasing size and speed of cars and the disrespect shown by drivers towards country roads.
South West Devon MP Rebecca Smith raised concerns about wild Dartmoor ponies, a symbol of heritage, being killed or injured by cars in the national park. She advocated for localized speed limits on roads used by riding schools and emphasized the importance of wider awareness beyond local initiatives.
In response to the debate, Minister for Local Transport Lilian Greenwood acknowledged the shared concern for equine road safety across the House. She highlighted the strengthened guidance on safe passing distances and speed in the Highway Code, noting that horses are already included in hazard-perception exercises during driving tests. Greenwood assured that more action is on the horizon, with the government considering options to improve rider and horse safety, and committed to working with stakeholders in this endeavor.
The recently announced road safety strategy aims to reduce the number of fatalities and severe injuries on Britain's roads by 65% over the next decade, as stated by Greenwood. She concluded by expressing the government's commitment to listening and leading in building a safer future for all road users, including horse riders.
